In July 1998, the City of Toronto Council awarded a contract to CCI and Stone & Webster Canada (CCI’s joint venture partner) for development of a Mixed Waste Recycling and Organics Processing Facility. The facility will be owned by the newly amalgamated City of Toronto. The heart of the facility is the patented BTA-Process.

The plant is initially being developed as a pilot facility with the objective of testing the efficiency of processing 

(1) 15,000 tonnes/yr of mixed waste, and then

(2) 25,000 tonnes/yr of source separated organic waste. 

It is anticipated that, after one full year of operation, the facility will be expanded to process either 100,000 tonnes/year of mixed waste or 165,000 tonnes/yr of source separated organics.The plant will be installed within an existing City of Toronto owned building. Construction began in October 2000 and the plant is expected to undergo commissioning in the fall of 2001.
